All families travelling with new-born babies (no more than 28 days old), including those who have travelled to a designated state for the purpose of surrogacy, do not have to complete mandatory hotel quarantine when you come to Ireland.
However, all travellers still have to have a negative pre-departure RT-PCR test and complete a period of self-quarantine at home or wherever you specified in your passenger locator form.

Foreign nationals must provide proof of medical insurance that covers all costs related to the treatment of Covid 19 while they are in the Ukraine. This insurance must be issued by a Ukrainian company with the Ukrainian office or contractual relationship with a Ukrainian partner company.
The Irish Department of Foreign Affairs also recommends that intended parents have comprehensive travel insurance which covers all medical costs including medical repatriation, evacuation and legal costs.
The entry conditions for Ukraine depend on the country you are travelling from with each country categorised either green or red. People entering from a red zone country must quarantine for 14 days, however, this may be cut short if they person arriving obtains a negative Covid 19 PCR test from a certified laboratory in the Ukraine. A list of certified laboratories can be found on the website of Center of Public Health (CPH) of the Ministry of Health of Ukraine (MHU).
The list of red and green countries is updated every 24 hours. We would therefore advise any intended parents to speak with their clinic/agency coordinator in advance or travelling so that they can guide them through the current entry requirements when traveling from Ireland.
